Contracts awarded for Mumbai Metro Line 3 construction works

INDIA: The Mumbai Metro Rail Corporation Ltd. (MMRCL) has signed construction works agreements with four civil contractors to build Metro Line 3 segments, with one more agreement left to sign with another contractor shortly. The five contracts amount to Rs. 18,114.9-crore ($2.7bn) worth of construction works.

The five companies that have been awarded contracts for the 7 packages are as follows: 

  • M/S Larsen & Toubro and Shanghai Tunnel Engg. Joint Venture – Package-1 ($446.2m)
    Stations in the package are Cuffe Parade, VidhanBhavan, Charchgate, Hutatma chowk.
  • M/S Hindustan Construction Company and OSJC Moscow Metrostroy Joint Venture – Package-2 – ($376,5m)
    Stations – CST Metro, Kalbadevi, Girgaum, Grant Road
  • M/S Dogus Insaat-ve-Ticaret and Soma Enterprise Joint Venture - Package-3 (£381.9m)
    Stations – Mumbai Central, Mahalaxmi Metro, Science Museum, Acharya Atrey Chowk and Worli
  • M/S Continental Engineering, ITD Cementation India and Tata Project Joint Venture – Package-4 ($422.5m)
    Stations – Siddhivinayak, Dadar Metro and Shitladevi
  • M/S J Kumar Infraprojects and China Railway No. 3 Engineering Group Joint Venture – Package-5 ($420.6m)
    Stations – Dharavi, BKC Metro, Vidyanagari, Santacruz
  • M/S J Kumar Infraprojects and China Railway No. 3 Engineering Group Joint Venture – Package-6 ($316.2m)
    Stations – Chhatrapati Shivaji Airport Domestic, Sahar Road, Chhatrapati Shivaji Airport International
  • M/S Larsen & Toubro-STEC Joint Venture – Package-7 ($340.6m)
    Stations – Marol Naka (interchange with Metro Line 1), MIDC, SEEPZ

“Signing agreement means a formal go-ahead to the contractors and we expect the actual work to begin by October 2016. At present preparatory work, such as conducting surveys and other related investigation is in progress and we are waiting for the monsoon to get over”, said Ms. Ashwini Bhide, Managing Director of MMRC.

The selection of Civil Contractors was undertaken as per JICA procurement guidelines through International Competitive Bidding (ICB). JICA has scrutinized the bidding process at every stage of the bidding that required their concurrence including award of contract.

Metro Line-3 will be a crucial North-South corridor connecting major CBDs of Nariman point, Bandra-Kurla Complex, Chhatrapati Shivaji Airport domestic and international terminals and industrial areas of MIDC and SEEPZ. It will also connect various areas in island city and suburbs that are not served by existing suburban railways i.e. Kalbadevi, Worli, Prabhadevi and Andheri (E).

The corridor will provide interchanges with Western Railways at Churchgate, Mumbai Central and Mahalakshmi; Central Railways at CST; Monorail at Mahalaxmi and Metro Line-1 at Marol Naka. It will also provide connectivity to the upcoming Metro Line-2 for seamless travel.

The daily ridership on the corridor is estimated as 1.4m in 2021 and is expected to rise to 1.7m in 2031.

Around 90% of the Government land has been already transferred to MMRC for the Metro Line-3 corridor.

The 33.5-km long underground Colaba-Bandra-SEEPZ Metro-3 corridor with 27 stations (26 underground and 1 at grade) is being implemented, with JICA loan assistance, by MMRCL - a JV/SPV of GoI and GoM.
